Land Development

Polk County Government is doing everything it can to protect the health and safety of our residents, employees and guests from the spread of the COVID-19 virus. This is an uncertain time in our country and we are all in this together. The entire nation is being asked to take some extreme measures for a period of time to slow the growth of the coronavirus.

Beginning today, March 23, all county facilities will be closed to public walk-in transactions. This includes the County Administration Building and our satellite office in Dundee until further notice.

We realize that this will impact how you conduct business with Polk County. Building and Land Development offices will remain available for business to customers through our website for services that include development review and permitting. To initiate permits or projects, register or login to Polk County Accela Citizen Portal.

Changes to our regular policies and procedures while the county operates under a Declaration of Local Emergency include:

  • For those plans that can’t be mailed to our office, there will be a drop off station located near the portico on the north side of the Administrative Building (West Boulevard Street). Applicants will be called to make arrangements to pick up their plans from the drop off station or we can mail them.

  • Owner-builders, acting as their own contractors, will be allowed to complete online applications during this health crisis, as in-person applications are not possible.

  • With the Clerk of Court’s offices also closed to counter transactions, the requirement that the Building Division be provided a copy of a recorded Notice of Commencement (NOC) before any inspections can occur has been changed. You must provide a copy of a notarized NOC; however, a recorded copy can be provided at a later time. You may contact the Clerk of Courts about options to record an NOC electronically at (863) 534-4000.

  • Inspections are still being scheduled through the Accela Citizen Portal.

  • There is no “walk-through” permitting until further notice.

The Land Development Division works with county engineers, surveyors and planners to ensure land is developed in accordance with the Polk County Land Development Code, Comprehensive Plan and Utility Code. This division processes all development applications for the Development Review Committee, Planning Commission, Board of Adjustment and Board of County Commissioners’ review.

The division also provides guidance and information regarding flood hazard areas and flood protection, as well as provides reviews and/or status updates on current and future projects.
