The Long Range Planning Division prepares, updates and maintains the Polk County’s Comprehensive Plan and the
short- and long-range multi-modal transportation plans, which includes a 25-year long-range transportation plan.
The division's two sections include comprehensive planning and multi-modal transportation planning.
The comprehensive planning section’s primary responsibility is to meet the requirements of Chapter 163, Part II of the Florida statues. This legislation requires that all jurisdictions adopt a comprehensive plan, describe how the plan shall be adopted and the process for amending the plan. Other requirements of the law include mapping, intergovernmental coordination and assistance; public participation; school planning and coordination, including concurrency; Evaluation and Appraisal Report and amendments; military base encroachment; sustainability; the community fiscal analysis planning tool; capital improvement program; capital improvement element; rural land stewardship; and urban service area.
Multimodal Transportation Planning
The multi-modal transportation section serves as the metropolitan planning organization for the Lakeland and Winter Haven urbanized areas and maintains a coordinated, comprehensive and continuing planning process. The Polk Transportation Planning Organization, in cooperation with the Florida Department of Transportation and public transit operators, develops short- and long-range transportation plans and programs to meet the existing and future needs of Polk.
