Utilities Frequently Asked Questions
To establish utilities service, residential customers are required to place a deposit for each applicable service. Deposit amounts are determined by the previous history of the service address. This may be up to 2.5 times an average billing for the service address.
Residential deposits may be made at 1011 Jim Keene Blvd, Winter Haven, FL 33880 or mailed to Polk County Utilities, P.O. Box 2019, Bartow, FL 33881. Deposits may also be added to the Customer’s first bill. Unfortunately, Polk County Utilities’ customer service representatives are unable to take payments over the phone.
In addition to the deposit and completed application, photo identification is required to open an account. Each new account will require a non-refundable processing fee. Additional fees are required for same day service and services left on by request. Polk County Utilities reserves the right to verify the requested initiation date by requiring a notarized copy of customer's lease and/or the customer's electric start date.

Commercial customers wishing to establish water and/or sewer service with Polk County Utilities are required to visit the office located at 1011 Jim Keene Blvd. Winter Haven, FL 33880. A commercial application for service must be completed and signed by the person responsible for the account. Deposit amounts are determined by the previous history of the service address and/or up to 2.5 times an average billing for a same type business.
Commercial customer deposits can only be accepted at the office located at 1011 Jim Keene Blvd. Winter Haven, FL 33880. Each commercial account will be required to pay a non-refundable processing fee. Additional fees are required for same day service and services left on by request. Polk County Utilities reserves the right to verify the requested initiation date by requiring a notarized copy of the commercial customer's lease and/or the electric start date.

Payments can be made through automatic bank drafting and on-line or:
- Mailed to Polk County Utilities, P.O. Box 2019, Bartow, FL 33881
- Paid in person at 1011 Jim Keene Blvd, Winter Haven, FL 33880. Monday – Friday 8:00 am – 4:30 pm and after hours via our drop box at the same address.
- Payments can also be made at any Amscot office. Amscot payments must be received by 4 pm for same day posting.
- Payments can be made through an interactive voice response system by dialing 863-298-4100 and following the prompts.
Polk County Utilities accepts cash, check, Visa, MasterCard and American Express as payment methods. Utility payments must be received by 4 pm for same day posting. Contact customer service if you have questions regarding payment methods.
A connection fee is a monetary charge assessed and designated for the replacement of water and wastewater infrastructure capacity. Fees are based on an Equivalent Residential Connection (ERC) value, size of the water meter, and include the water and wastewater deposits and a new account fee. Contact the Development Coordination Section if you have questions regarding connection fees.
Polk County Utilities requires a Termination of Services Request Form to be submitted. This may be accomplished by:
- Emailing your written request to utilitiescustomerservice@polk-county.net
- Mailing your written request to P.O. Box 2019, Bartow, FL 33831
- Coming to Polk County Utilities Winter Haven office and completing a Termination of Services Request Form.
- You may also contact customer service at (863) 298-4100 to see if you are eligible to terminate by telephone.
Polk County Utilities will read your water meter on the date you request your service to be terminated, determine final charges and apply your deposit to your final account balance. Your final bill and/or refund will be mailed to the forwarding address you indicate on your request for termination of service.
